Most Caribbean AI coverage leads with infrastructure: submarine cables, data centre megawatts, government declarations. Those numbers matter, but they describe supply. The Caribbean is not short of infrastructure headlines this year. Data centre commitments in the Dominican Republic and Trinidad and Tobago, covered elsewhere on this site, run into hundreds of millions of dollars and hundreds of megawatts. None of that capacity produces a return if the workforce operating on top of it cannot use the tools it enables. Infrastructure and skills are two halves of the same investment case, and right now the region is building the first half faster than the second.

The Institution Closing the Gap First

The University of the West Indies did not wait for a regional consensus. In May 2026 it launched the Institute for Intelligent Systems Governance and Human-Centred Technology, known as I-INSIGHT, backed by a $5 million investment from Sagicor Financial Corporation. The institute's first operational arm, the Sagicor UWI AI and Financial Services Hub, began rolling out across every UWI campus this August. Planned hubs will extend the same model into tourism, agriculture, healthcare, climate resilience and public administration.

Professor Justin Robinson framed the launch as a deliberate rejection of imported systems: "We will build it ourselves here with our university for our people. This is what regional self-reliance actually looks like in 2026." The institute's stated purpose backs that framing. Rather than focusing on technology development alone, I-INSIGHT is positioned to help regional governments build the regulatory architecture needed to manage AI safely, work that requires exactly the kind of applied literacy the DataCamp study found video courses fail to build.

I-INSIGHT is not the only institution moving.
